Jennifer Upton

With over 18 years of experience in the United States Department of Defense acquisition, Jennifer Upton joined the NCI Agency most recently from San Diego, California where she served as the Director of Contracting and Special Assistant to the Commander of United States Naval Special Warfare Command. In this position she planned, organized, and directed the procurement activities responsible for the command’s entire portfolio of contracted services and supplies ranging from highly specialized training and gear, information technology hardware and software, to complex services and supply acquisitions supporting operations around the world. Her directorate was responsible for managing over 2,000 contract award actions annually, supporting special operations forces using a wide range of acquisition methodologies.

Ms Upton began her contracting career in 2001 at Warner Robins Air Logistics Center near her hometown of Macon, Georgia. In 2010, she moved to MacDill Air Force Base, Florida as a contracting officer in support of Headquarters United States Special Operations Command (USSOCOM) and then as the Chief of Contracting for the USSOCOM’s Information Technology division responsible for a 2 billion USD acquisition portfolio. In August 2014, she moved to the Naval Amphibious Base in San Diego, California to serve as the Chief of Contracting for Naval Special Warfare Command, then promoted into the Director of Contracting position for the command. In February 2020 ,she moved to Brussels, Belgium to assume her current role as the Director of Acquisition for the NCI Agency. Ms.Upton is married with three adult children residing in the United States.
