The Polish Agency for Enterprise Development (PARP) was one of the organisations involved in the implementation of the EU project MASTT2040 – Manufacturing as a Service for Europe’s twin transition until 2040.

During the project, PARP acted as the lead partner for Work Package 4 (WP4) “Collaborative sense-making and recommendations”. Work under this work package focused on developing recommendations for EU industrial policies, particularly regarding the standardisation of key data necessary to overcome existing organisational, technological and legislative barriers, with a view to the effective implementation of ‘Manufacturing as a Service’ (MaaS) models. The data collected and the conclusions drawn will also be used to develop a strategy for strengthening the European Union’s twin transition, i.e. actions in the areas of digital and green transition.

The main purpose of this report, developed within the “Sense-making and Recommendations” phase of foresight study is to translate earlier projects results into a structured analysis of data standardisation needs for MaaS. It bridges foresight outcomes and standardisation aspects by showing where standardisation can accelerate MaaS adoption, providing strategic alignment with EU policy as well as understanding and compliance with EU standardisation workflows.

The work lays the standardisation groundwork for the formulation of recommendations to the European Commission, guiding investment, regulation and international collaboration in European industrial data spaces standardisation.

The project was funded under the European Union’s Horizon Europe Framework Programme.
